XLIII Session of the Tomsk Oblast State Duma
As always, the Session was opened by Boris MaltsevBoris Maltsev, Speaker of the Tomsk Oblast State Duma (brief outline of the opening speech).

After the elections the Duma underwent some transformations.
On October 21 Grigory Shamin was elected Mayor of Seversk and Speaker of the Seversk City Duma of the second convocation. Before that, he had worked for more than 10 years in the position of Deputy Speaker and Chairman of the Legal Committee of the Tomsk Oblast State Duma.

Aleksey Didenko, leader of the Liberal Democratic Party faction, Sergey Zakursky (member of the LDPR faction), and Stepan Rudenko (elected from the LDPR list) moved from the Tomsk Oblast State Duma to the Tomsk City Duma of the fifth convocation.

In return, three new deputies entered the Oblast Duma. In accordance with the Resolution by the Election Commission of Tomsk Oblast on registration of the deputies of the Tomsk Oblast State Duma deputy’s powers were granted to Artur Besedin, Leonid Terekhov, and Mikhail Filimonov (from the Oblast list of the LDPR Tomsk Regional Branch).

There were staff changes in the Tomsk Oblast Administration as well. The deputies relieved Sergey Ilyinykh (United Russia) from his position as First Deputy Governor of Tomsk Oblast. On October 22, 2010 he was elected Speaker of the Tomsk City Duma of the fifth convocation.

Sergey Ilyinykh was appointed First Deputy Governor in April 2009. In that office he superintended social policy and social security matters; managed HR policy, development of and support for local government, and information policy; and interacted with political parties and non-profit organizations.

In the first reading the Oblast deputies considered a bill of Tomsk Oblast “On the budget of Tomsk Territorial Compulsory Health Insurance Fund for 2011 and planning period of 2012 and 2013.”

The budget revenues and expenditures for 2011 will total 4,938m rubles (109% of the total Oblast budget revenues of 2010).

The second reading of the bill will take place in December after its review by the budget conciliation committee.

In the first reading the deputies approved a draft budget for 2011 and the planning period of 2012 and 2013. Federal transfers have not been defined yet, however a preliminary estimate of the 2011 budget is already available – revenues and expenditures make up 27.9bn rubles. Estimated tax and non-tax revenues to the Oblast budget in 2011 will total 23.7bn rubles. Compared against the 2010 estimate the revenues will grow by 1.4bn rubles or 6.3%.

Oksana Kozlovskaya, First Deputy Governor of Tomsk Oblast, was speaking, and she highlighted that the specific feature of the new budget was that for the first time over two years the current expenditures of state-financed enterprises would be adjusted for inflation by 5.9%. The budget will retain its social dimension – two thirds of its expenditures will be poured directly into social and cultural activities. In the consolidated budget the wage pool of state-financed organizations will be increased from 15.5bn to 17bn rubles.

The budget has an available amount of 1.3bn rubles which is likely to become a subject of discussion in the conciliation committee who will refine the budget for the second reading. The conciliation committee will also analyze a proposal put forward by the Audit Chamber of the State Duma of Tomsk Oblast which is assuring that the revenues of the Oblast can be budgeted at 1.5bn rubles more.

Chairman of the Budgetary and Financial Committee Vladimir Ponomarenko made a point that this year the draft budget and the Socioeconomic Development Program are reviewed at the same time, and the program looks much more optimistic than the budget. “We must not forget about the national debt which the Oblast has to repay at 674m rubles annually. So, the conciliation committee will decide whether it is worth increasing the debt.”

During “A Governor’s Hour” the deputies listened to a performance report of the Tomsk Oblast Administration on the results of the Oblast Target Programs “Provision of High-Technology Cardiac Emergency Services in Tomsk Oblast for 2007-2010”; “Development of System for Early Diagnosis of Cancer in Tomsk Oblast for 2007-2009”; “Gastroenterology – Early Diagnosis, Effective Prophylactics and Treatment for 2006-2008.”

The report was delivered by the Head of Tomsk Oblast Healthcare Department Olga Kobyakova. She talked about the results and outcomes of the programs. Those issues were initiated by the Duma Speaker Boris Maltsev.

It was agreed that those medical domains will continue to receive funding from the Oblast budget – at least 27m rubles in 2011. It was also emphasized that those three healthcare programs should not be a limit.

Amendments were adopted to a number of Laws of Tomsk Oblast concerning social security services. The municipal government delegated to the regional government the authority to approve the standard rates for consumption of housing and public utility services.

In the first reading the deputies passed amendments to the Oblast Law “On social support for physically challenged people in Tomsk Oblast” on setting job quotas for physically challenged people at enterprises. The Law was also updated in the part referring to education of the physically challenged on the basis of federal state educational standard.

In two readings the deputies passed amendments to the Oblast Law “On amount of and procedure for disbursement of children’s allowance to foster parents (guardians) and foster families” which provide for an increased amount of the children’s allowance.
